DESCRIPTION
The Asian Network for Free Elections (ANFREL) was established in 1997 as Asia’s first network of civil society organizations focused on promoting democracy in the countries of Asia. ANFREL is now looking for a Programme Officer and IT/Webmaster who can help develop for a new ANFREL program Electoral Resource on elections (AERC). The position would last for a contract term of 2 years.
The AERC will be based in Bangkok, but the data collection will take place from countries across Asia. The AERC will conduct several activities, namely, those below:
- Data research, and data collection;
- Networking and liaison with Elections stakeholders which are ANFREL member organizations, Election Management Bodies (EMB), and other election related organisations;
- Develop an interactive display/website of materials collected for our Election Database and resource material
ANFREL is seeking two qualified candidates to serve during the period September 2014 – August 2016, with the possibility of an extention of the term.

DETAILS OF NEW POSITIONS
VACANCY COMPONENT -1: PROGRAM OFFICER
Position : 1 person
Duration : 2 years (subject 3 Months probation)
Responsibilities / Job Description
- Develop and implement program goals in coordination with the Director, who will be the supervisor of the successful candidate.
- Liaise and develop relationships with key stakeholders and partners to promote the program, solicit support and execute program strategy.
- Research and plan data collection.
- Prepare reports showing the plans, progress and performance of projects, and contribute to processes to measure, learn from and increase the impact of the project.
- Handle administration and support in organizational development.
- Communicate effectively with the other team members on a daily basis.
- Supervise the database structure.
Qualifications/Requirements:
- Age: 25-45 years.
- Gender: Male / Female.
- Excellent command of written and spoken English.
- Excellent project management and interpersonal skills.
- Entrepreneurial spirit and creative mindset.
- Ability to manage multiple, sometimes conflicting, priorities and to work cooperatively to build networks and satisfy needs of internal and external stakeholders.
- Ability to work independently and be part of a virtual team, thriving in a start-up environment.
- Proficiency in Microsoft office applications (e.g., Word, PowerPoint, Excel), IT skills and ability to quickly understand and use web based applications and platforms.
- Experience in working with social media platforms, such as Facebook, Twitter and YouTube.
- Excellent communication skills with technical and non-technical clients.
- Graphics design ability is a plus.
Education & Experience
- A university degree.
- A minimum of two years work experience, with a record of relevant accomplishments in the non-profit sector.
- Experience in project managing, rolling out, leading or coordinating program operations, especially with any other resource Center, will be regarded as a plus.
- Documented experience working in philanthropic/non-profit sector.
VACANT COMPONENT 2 : IT OFFICER/WEB DESIGNER
Position : 1 person
Duration : 2 years (subject 3 months probation)
Responsibilities /Job Description
- Support the organisation in developing in-house applications that can facilitate ANFREL's work.
- Set up database storage system.
- Participate in the full cycle of software development, including requirements analysis, system design, coding, application testing, implementation, documentation and support.
- Liaise with database hosting companies for sustanaible database storage.
- Maintain software and hardware.
- Manage system backup operations, virus protection and system upgrades.
- Serve as domain controller and mail system administrator.
- Update and make uploads to website.
- Maintain WIFI andLAN.
- Provide at all times a professional, courteous and rapid response to individual users.
- Deploy applications pursuant to the instructions of the project team.
- Prepare reports showing the plans, progress and performance of projects.
- Provide timely support in troubleshooting and resolving technical problems.
- Communicate effectively with the other team members on a daily basis.
Qualifications/ Requirements:
- Age 18-35 years.
- Gender: Male / Female.
- Bachelor’s/Master’s degree in Computer Information Technology or related field.
- Zero to 5 years work experience in Web design and database system management. (Recent graduates are welcome to apply.)
- Excellent knowledge of computer hardware, software systems and database programs.
- Experience in maintaining firewalls, routers, switches, and access points.
- Experience in configuration and maintenance of virtual environments.
- Very good Microsoft skills: MS Exchange Server 2003/2007/2010/2013, Terminal Server, MS SQL Server 2008 / 2012, MS Active Directory.
- Excellent command of written and spoken English.
- Excellent communication skills with technical and non-technical clients.
