Issue No. 02 of ANFREL’s “Elections and Technology Reader” looks into the regulation of the use of artificial intelligence (AI) during the 2025 national and local elections in the Philippines. The Commission on Elections (COMELEC) initially planned on banning the use of AI but later on issued guidelines that mandate the disclosure of any use of AI in campaign materials and prohibit misuse of social media, AI and internet technology to spread misinformation and disinformation during elections.

The “Elections and Technology Reader” is a supplement to e-Bulletin that looks into emerging trends related to generative AI and other emerging technologies and their use and impact to elections and democracy. The reader also features news and updates about gen-AI, technology and elections.
