Bangladesh is at a critical juncture in its democratic journey.

The political transformation that resulted from the student-led mass uprising in July 2024 and the eventual ouster of the Awami League has created an opportunity for democratic renewal. The establishment of an interim government under Nobel laureate Muhammad Yunus, mandated to oversee institutional reforms and the conduct of free and fair elections, has generated cautious optimism both domestically and internationally.

However, this transition is fraught with profound challenges, rooted in a legacy of authoritarianism, deep political polarization, and unresolved historical grievances that continue to shape the nation’s political landscape. Within this fragile context, credible, independent, and comprehensive election observation becomes essential for the credibility of elections and the engagement of civil society.

Central to this challenge is the severe crisis of public confidence in the electoral process and the very institutions designed to safeguard it, civil society included.

The 15 years under the Awami League saw a systematic erosion of democratic norms, with state institutions weaponized to suppress opposition and dissent. Notably, the elections of 2018 and 2024 were marred by widespread allegations of rigging, voter suppression, and political violence, leading to boycotts by the main opposition Bangladesh Nationalist Party (BNP) and low voter turnout.

For a significant portion of the citizenry, particularly the youth who spearheaded the 2024 movement, elections came to be regarded as “procedural formalities” with predetermined outcomes rather than genuine expressions of the popular will. This profound trust deficit and deep polarization represent some of the most significant obstacles to a successful democratic transition.

This framework has been designed to guide the establishment and implementation of election observation in Bangladesh that is technically sound, politically informed, and strategically positioned to contribute to the restoration of electoral integrity in Bangladesh. It aligns with the core principles that ANFREL stands for: that election observation is a cornerstone of democracy and a fundamental expression of the people’s right to participate in public affairs.
